Victory Road

Hoenn’s Victory Road, like in other regions, serves as the final trial for Trainers before they can take on the Elite Four and Champion.

Getting Through Victory Road (Step-by-Step)
Step 1: Upon entering Victory Road, use HM03 Surf and head north on the body of water to reach the next room.

Step 2: When you’ve reached the next room, disembark at the water’s edge and proceed north.

Step 3: When you encounter a boulder blocking your path, use HM04 Strength to push it into the hole.

Step 4: After moving the boulder, go north up a small flight of stairs.
Then turn west until you reach an Ace Trainer (ignoring the 2nd set of stairs).

Step 5: Go north up this pathway, then climb up the nearest staircase.

Step 6: Cross the bridge to the west after climbing the stairs, and then descend the ladder.

Step 7: If you have a Pokémon with TM70 Flash, you can use it to illuminate this part of the cave.
But either way, you’ll need to use HM04 Strength to head a few paces down from the ladder & then push the boulder on the left into the corner.

Step 8: After pushing the first boulder, you’ll need to push the other boulder one space to the right.

Step 9: After pushing both boulders, continue along the path going south & eventually wrapping around to head northeast.

Step 10: You’ll eventually find a ladder leading back up to the first floor, so take this ladder once you reach it (it’s located west of an Expert NPC).

Step 11: Now back on the first floor, proceed north past the Ace Trainer and cross the bridge to the east.

Step 12: Follow the path over the bridge and then south down some staircases.

Step 13: Just keep moving south and at the path’s end, descend the next ladder on your left to return underground.

Step 14: Once you’re back underground, head south and surf across the water to reach the left side of the room.

Step 15: Once you’ve crossed to the other side of the water, move up the path and follow the left-hand path.

Step 16: Keep going north and go up some stairs, then head left until you reach another staircase.
Go down those stairs and proceed south from there.

Step 17: Eventually you’ll see a Dragon Tamer NPC near the base of another staircase.
Ascend these stairs up and you’ll quickly see another ladder leading back to the first floor – take this ladder back up.

Step 18: Once you’re back on the first floor, head up the nearby stairs and then cross a bridge heading east.

Step 19: Then keep following the path up and you’ll soon come to another wooden bridge – cross this over to the east as well.

Step 20: After crossing both bridges, walk past the pair of trainers and move to the north side of the room by following the path along.

Step 21: In the northernmost part of the room you’ll need to climb up one last ladder – this leads to the second floor of Victory Road.

Step 22: Upon reaching the second floor, cross the bridge directly to your left going west.

Step 23: Proceed by crossing the next bridge heading northward. Then make a right turn and cross one more bridge to the east.

Step 24: After crossing the last bridge, make your way through the opening into the next room.

Step 25: Inside Victory Road’s final room, you’ll find Wally waiting for you.

Rival Wally Battle

Before approaching Wally, make sure your team is fully healed.
Once you approach him a brief cutscene will start. Wally will then challenge you to a battle with his new and improved team, including his ace Ralts, which has now evolved into a Gallade capable of Mega Evolution.

If you defeat him, Wally will reward you with a Dawn Stone.

After the cutscene ends you can proceed past Wally, who will remain in the cave for a bit longer.
Victory Road’s North Exit to the Pokémon League

After crossing one last bridge, you’ll see the exit of Victory Road ahead.
Finally, follow the stone path heading up and you’ll reach the Pokémon League shortly.
