- Visit the city’s Pokémon Center to make Ever Grande City accessible via HM02 Fly.
- Once your team is ready, proceed through the entrance of Victory Road.
Ever Grande City
Ever Grande City is the island where Hoenn’s Pokémon League is located.
But since the Pokémon League is situated on the north side, you must first go through Victory Road, the large cave that bisects the island.
First, head inside the city’s Pokémon Center to make the southern side of Ever Grande City accessible by HM02 Fly. This will allow you to return here quickly without having to climb the Waterfall again.

Prepping for Victory Road
Before heading into Victory Road, it’s crucial to prepare your team for the challenge ahead.
This means ensuring your team knows the necessary HMs to traverse Victory Road.
Additionally, you can also take this chance to beef up your Pokémon party by exploring newly accessible areas where you can get newly-obtainable items that were unlocked after defeating Kyogre/Groudon (or after earning the 8th Gym Badge in Sootopolis City).
We’ll cover all of this here, but you can choose how much of this you want to explore for yourself.
Required HMs for Victory Road
Just like Seafloor Cavern, you’re going to need specific HMs to navigate through the cave. Some moves are optional but allow you to traverse Victory Road more efficiently or even access certain items.

Finalizing Your Team
Because of the high levels of Pokémon used by the trainers inside the cave, it’s recommended to have a full party of six with an average level between 45-50 when attempting to make it through Victory Road.
So make sure to finalize your dream team, level them up, and refine their movesets to effectively handle a wide variety of different Pokémon.

Unlocking the National Pokédex
Return to Littleroot Town and enter Professor Birch’s Lab.
When you talk to him inside, he’ll inform you that non-Hoenn Pokémon are appearing all around Hoenn, so he’ll upgrade your Pokédex to the National Pokédex.
Use the DexNav to locate these Pokémon in special spots within tall grass and bodies of water.

Completing Your Team’s Movesets
If your party is full, make sure each of their 4 moves is useful and gives coverage against various types of Pokémon.
Check your bag for TMs that you might want to learn to help complete your team’s moveset.
You can also revisit some of the Move Tutors located all across Hoenn. The Move Reminder is especially useful if you have the Heart Scales to relearn “Lv. 1 Moves” for recently evolved Pokémon.
Also, visit the Move Deleter to remove any HMs you won’t be using in Victory Road.
