Route 119
Route 119 is an extensive route where the Weather Institute is located; it also leads to Fortree City in the far north.
To explore specific areas on this route, you’re going to need HM03 Surf and an Acro Bike. However, certain sections will still be inaccessible until you obtain HM05 Waterfall later in the game.
For now, start by heading northeast.

Rest Stop
Since there’s a lot of trainers along this route, it’s a good idea to regularly heal your team.
Luckily you’ll soon find a cabin past the long grass on the southeast side of the route. Inside, there’s a rest stop where a woman will fully heal your team at no cost.
From the rest stop, head north and climb the stairs to a cliff. Then cross the wooden bridge heading west.
The Weather Institute
As you travel up, you’ll eventually reach the Weather Institute. You might also notice that the bridge on the right is blocked by a group of Grunts.
Enter the building to confront Team Aqua/Magma once again.
1F – Rest Area + Team Aqua/Magma Grunts
Inside the Weather Institute, you’ll find that several Team Aqua/Magma Grunts have taken over the place.
On the first floor there are two Grunts you can battle before going up the stairs located on the top-right side of the floor.
There’s a room with beds on this floor where you can heal your Pokémon. Additionally, there’s a nearby PC.
2F – Team Aqua/Magma Admin Battle
On the second floor of the Weather Institute you’ll encounter two more Grunts.
Once you get past them, approach the room on the left to trigger a cutscene, leading to a battle with a Team Aqua/Magma Admin.

Follow the dirt path going north until you reach the exit that leads to Fortree City, the location of the sixth Gym.
