Quick Guide
- Upon returning to Petalburg City, challenge the city’s Gym Leader Norman to earn the 5th Gym Badge.
- After you obtain HM03 Surf in a cutscene, head back to Mauville City with Wally.
Petalburg City
Upon your return to Petalburg City with your rival, head northwest from the Pokémon Center to reach the city’s Pokémon Gym. There you’ll finally get to challenge your father, Norman.

Petalburg City Gym
Inside the Petalburg City Gym you’ll find Gym Leader Norman.
After you manage to defeat him, you’ll earn the Balance Badge and TM67 Retaliate. The badge also enables you to use HM03 Surf outside of battle.
Poké Mart Stock Update
Upon earning your fifth Gym Badge, all Poké Marts in Hoenn will update their regular inventory one last time. Full Restores will now be available for sale:

Obtaining HM03 Surf
After winning, both you and Norman will leave the Gym together. Then you’ll notice Wally and his father as well. During a cutscene, Wally’s father will give you HM03 Surf, allowing you to swim and explore any area with a body of water that was previously inaccessible.
Following this, Wally will accompany you back to Mauville City.
Heading to Route 118
Wally will leave shortly after taking you to Mauville City.
Following your father’s advice, head to Route 118 next by taking the city’s east exit. Make sure you have a Pokémon that can use HM03 Surf before proceeding.
