TM89 U-Turn can be found on an apartment balcony on the east side of Mauville Hills. This is the apartment complex situated on the second floor of Mauville City.
However, you can only access the elevator to reach Mauville Hills after Wattson’s sidequest related to New Mauville. This only becomes available after you’ve defeated/captured Kyogre or Groudon.
Location
Once you’re ready, fly to Mauville City’s Pokémon Center to get started.
If you need to start Wattson’s New Mauville side-quest, then you’ll find Wattson waiting for you in front of Square Tower in Mauville City’s central plaza.
Step 1: If you haven’t started the side-quest then make your way to Square Tower and speak with Wattson to initiate a brief cutscene.
If you’ve already completed Wattson’s side-quest then skip to step 2.
Step 2: Once the cutscene ends, make your way back inside the city via the entrance next to the Poké Center.
Step 3: Back inside the city, turn right at the intersection and proceed eastward until you find an elevator on the northern wall.
Step 4: When you reach the elevator pictured below, ride it up to the second floor of the city.
Step 5: Upon arriving at Mauville Hills, make your way down to the apartment situated along this hallway.
Step 6: Enter the first apartment you come across on the left side of the hallway.
Step 7: Once you’re in the apartment, find the sliding door along the far-left wall that leads you onto the balcony.
Step 8: Once you’re on the balcony you can pick up the TM for U-Turn in the corner.
