TM76 Struggle Bug can be bought for 5,000 Pokédollars at the traveling TM Shop in Slateport Market, an outdoor bazaar in Slateport City. The traveling TM Shop clerk sells other TMs as well. You can buy the TMs as soon as you have access to Slateport City.

Head over to Slateport City to get started.
Step 1: From Slateport City’s Pokémon Center, follow the left path heading south.
Step 2: Then go through Slateport Market’s north entrance.
Step 3: Go to the first tent on the right side of the market. Under the blue tent, a clerk will sell various TMs.
