You can obtain TM67 Retaliate by defeating the fifth Gym Leader Norman in Petalburg City.
While Petalburg City is the first city you can visit early in the game, you won’t be able to challenge the Gym right away. You can only challenge Norman after obtaining the fourth Gym badge from the Lavaridge Town Gym.
