You can obtain TM58 Sky Drop by talking to a female NPC inside Mauville City’s Poké Mart. She will be standing at the right side of the Poké Mart, and she will ask you if you like roller coasters. If you answer yes then she’ll give you the TM for Sky Drop.
Location
Step 1: Enter Mauville City’s south entrance going up from Route 110.
Step 2: Head north to go outside to Square Tower.
Step 3: Enter the Poké Mart up ahead, directly due east of the Pokémon Center.
Step 4: Talk to the Delinquent in the corner (blonde-haired female NPC) and she will give you the TM for Sky Drop.
