The TM for Charge Beam can be bought for 10,000 Pokédollars in Mauville City’s PokéMart. The clerk sells it along with some other TMs, as well. You can visit their PokéMart once you have access to Mauville City, so make sure you’ve explored Slateport City and Route 110 first.

Step 1: Enter Mauville City’s south entrance.
Step 2: Head outside to Square Tower.
Step 3: Enter the PokéMart up ahead, located east of the Pokémon Center.
Step 4: Talk to the top clerk near the back wall to buy TM57 Charge Beam.
