You can obtain TM48 Round by talking to the bartender NPC inside Crooner’s Café, which is a Café on the western side of Mauville City.
You’ll be able to get this TM as soon as you can access Mauville City.
Location
The layout for Mauville City can be quite confusing, so here’s a tutorial on where Crooner’s Café is located:
Step 1: Enter Mauville City’s south entrance.
Step 2: Go straight and head to the outside towards Square Tower.
Step 3: Go back inside the city using the entrance on the left.
Step 4: Once you’re back inside, start heading south past the man standing outside the closed shop.
Step 5: The very next store after the male NPC is Crooner’s Café.
Enter Crooner’s Café and look for the bartender (blonde NPC standing behind the counter).
Step 6: Talk to the bartender to obtain TM48 Round.
