You can obtain TM41 Torment by talking to an NPC inside the Pokémon Contest Hall in Slateport City. You’ll be able to access Slateport right after obtaining the second Gym badge.
Location
On the northwest side of Slateport City is the city’s Contest Hall, a building where Pokémon Contests are held. A Sailor in this building will give you a copy of the TM for Torment when you talk to him.
Step 1: From Slateport City’s Pokémon Center, follow the path on the left heading north.
Step 2: Then you’ll see a bright orange building – this is the Contest Hall. Go inside.
Step 3: If it’s your first time inside the Contest Hall, a short cutscene will play that will introduce you to Lisia, a Pokémon Coordinator from Sootopolis City.
After that, make your way up the staircase on the left.
Step 4: Talk to the Sailor in the top-left corner to obtain the TM for Torment.
