TM35 Flamethrower can be found on the ground deep inside Victory Road. You will need to use HM03 Surf and HM04 Strength to access the TM in the cave. And you’ll also need to acquire all 8 gym badges before you can gain access to Victory Road in the first place.
Prerequisites
Before you can pick up this TM you’ll first need to gain access to Ever Grande City, and then solve a Strength puzzle within Victory Road.
You’ll specifically need these HMs to reach TM35:
Bringing Pokémon that also know TM70 Flash and HM05 Waterfall can make traversing the cave a lot easier, but these are not required to reach Flamethrower.
Location
When you’re ready, fly over to Ever Grande City’s Pokémon Center to get started.
Step 1: Enter Victory Road, located northwest of your current location.
Step 2: Surf across here to enter the next room.
Step 3: Disembark here and start heading north.
Step 4: Use HM04 Strength to push the first boulder into the hole.
Step 5: Head west until you reach the Ace Trainer, and then start heading north.
Step 6: At the end of the path, climb up the stairs to your right.
Step 7: Cross the bridge going west, and then climb down the ladder.
Step 8: If you want to, you can use TM70 Flash to illuminate this part of the cave.
But either way, you’ll need to use HM04 Strength to push the boulder on the left-hand side into the corner. Check out our screenshot below for a diagram of where to move this boulder.
Step 9: Push the other boulder on the right-hand side once over to the right. Then walk south beyond that boulder and follow the path.
Step 10: Continue following the path going northeast.
Step 11: Climb up the first staircase you see, then climb up the ladder directly next to the Expert NPC.
Step 12: On this next floor, cross the bridge heading east.
Step 13: Then once you’re across the bridge, follow the path going south down some steps.
Step 14: At the end of the path, walk up some steps to the left and climb down the ladder.
Step 15: In this next room you’ll want to Surf across to get to the left side.
Step 16: You can find two more boulders to the northeast here.
Use HM04 Strength again to push the first boulder to the right (you’ll need to push it two times).
Step 17: Walk up a bit, then push the next boulder up twice and to the right twice. This is how to push the second boulder in order:

TM35 Flamethrower will be on the ground behind this boulder.
