You can obtain TM19 Roost by defeating the sixth Gym Leader Winona. She is Fortree City’s Gym Leader who specializes in using Flying-type Pokémon.
Location
When you first arrive at Fortree City, you will be blocked from the path reaching the Gym by something invisible, which turns out to be a Kecleon. The only way to pass through is by using the Devon Scope on it – this is a Key Item given to you by Steven on the bridge at Route 120.
If you don’t know where the Fortree City Gym is, start by heading to Fortree City’s Pokémon Center.
Step 1: Head east from the Center and climb up the ladder.
Step 2: Continue following the path heading east.
Step 3: Go down the ladder at the third house (coming from the left-hand side).
Step 4: Use the Devon Scope to reveal the Kecleon blocking your path.
Step 5: Get ready to face off with Winona inside her Gym to obtain TM19 Roost.
