Location	Lilycove City Department Store – 4F – For sale by the top clerk
Description	A howling blizzard is summoned to strike opposing Pokémon. This may also leave the opposing Pokémon frozen.

TM14 Blizzard can be bought for 30,000 Pokédollars on the fourth floor of the Lilycove Department Store. Both clerks on the department store’s fourth floor also sell other TMs as well.

Prerequisites

If you haven’t been to Lilycove City yet, then first you’ll need to:

Obtain the sixth Gym Badge from Winona, the Gym Leader from Fortree City
Go through Route 121

Location

Once you’re in Lilycove City, here’s where to buy the TM:

Step 1: Head east until you pass through Lilycove City’s Pokémon Center.

Step 2: Before you climb up the staircase, be prepared to battle your Rival.

Step 3: After you win the battle, climb up the staircase and head north.

Step 4: Then head northwest and enter Lilycove Department Store.

Step 5: Using the elevator, go to the fourth floor of the Department Store.

Step 6: Finally, head to the right-hand side and the top clerk will sell TMs, including TM14 Blizzard.
