The TM for Venoshock can be bought for 10,000 Pokédollars in Mauville City’s PokéMart. The clerk will sell it along with some other TMs as well.
You can visit Mauville’s PokéMart once you have access to Mauville City, so make sure you’ve explored Slateport City and Route 110 first.

The layout for Mauville City can be quite confusing, so here’s where Mauville City’s PokéMart is located:
Step 1: Enter Mauville City’s south entrance.
Step 2: Head outside to Square Tower.
Step 3: Enter the PokéMart up ahead, east of the Pokémon Center.
Step 4: Talk to the top clerk (located farthest from the entrance door) to buy TM09 Venoshock.
