You will find Ho-Oh on Sea Mauville’s upper deck once you have the Clear Bell.

Step 1: Start by flying to Sea Mauville, then surf to the half-sunken platform.

Walk up the ramp at the entrance. Halfway through, you will get a message telling you that the Clear Bell is reacting to Ho-Oh.

Step 2: Past the ramp, turn northeast and continue to the steel beams at the end of the upper deck.

Step 3: After reaching the edge of the upper deck, climb the steel beam on the right.

Step 4: You will find a portal at the edge of the steel beam. Walk towards the portal, then select “Yes” to fight Ho-Oh.

Note: If you fail to catch a legendary Pokémon on the first try, you can make them respawn by defeating the Elite Four.
