Petalburg City is located in southwestern Hoenn. It is home to the Petalburg Gym and its Gym Leader Norman.
Although it’s the first city with a Gym, it only becomes accessible after earning four Badges. Early in the game, you’ll help a young trainer named Wally catch his first Pokémon.

Petalburg City Gym
If you head north from the city’s Pokémon Center, you’ll come across the Petalburg City Gym. Inside the Gym you’ll find Gym Leader Norman, who specializes in Normal-type Pokémon.
Upon defeat you’ll win the Balance Badge and the ability to use Surf outside of battle.
Wally’s House
To the right of the Gym on the northwest side of Petalburg City is Wally’s house.
After defeating Gym Leader Norman and earning the fifth badge, Wally and his dad will come out to give you HM03 Surf. Later, during the Delta Episode, you’ll have to return here to face a Team Aqua/Magma Admin.

Early in the Delta Episode, you’ll need to visit Wally in his house.
There you’ll encounter either Team Aqua Admin Matt or Team Magma Admin Courtney. Help Wally by defeating them to continue the Delta Episode storyline.
