Lilycove City, the second-largest city in Hoenn, sits on the eastern coast that leads into the open sea of the region. So this city offers you access to all the water routes in eastern Hoenn.
Although inside the city proper also offers you many places to explore, including Hoenn’s largest shopping center: the Lilycove Department Store.
Past the entrance of the Department Store, the Lottery Corner allows you to draw a lottery ticket daily with a chance to win a prize.

On the roof of the Lilycove Dept. Store you’ll find a Vending Machine that sells some HP-recovering drinks.
Additionally, on Saturdays, the Department Store will host a Clearance Sale up here as well.
The NPC inside can remove any move from your Pokémon’s moveset. His services are primarily used for getting rid of HMs, which can’t normally be deleted or replaced by other moves.

On the left side of the Department Store is the Lilycove Museum, showcasing Pokémon-themed artwork.
Inside, a Kindler NPC will offer to sell you three different Secret Base decorations, each priced at 100,000 Pokédollars.

Right outside the Pokémon Center you’ll encounter the Memory Girl. Talk to her, and she’ll tell you about the memories of a particular Pokémon in your party.

After obtaining the SS Ticket, you can board the S.S. Tidal to reach either Slateport City or the Battle Resort.
