Fabled Cave is a Mirage Spot located northeast of Slateport City. But Fabled Cave will only appear if you have at least one level 100 Pokémon in your team.
The Mirage Spot has a cave located a short distance north of the landing spot. Inside the cave, you will find an interactable portal where you can battle Reshiram (OR) or Zekrom (AS).
