To find Glalie’s Mega Stone (Glalitite) you’ll need to venture deep into the icy basement beneath Shoal Cave. You can only access this area during low tide, so you’ll need to time your visit accordingly.
You will also need a Mach Bike and a Pokémon that knows Surf to obtain the Mega Stone.
Prerequisites
Shoal Cave can be reached by surfing north from Mossdeep City. The cave features a high tide and low tide mechanic, which means that specific areas can only be reached during a particular time of day.
So make sure to visit the cave during low tide for this Mega Stone. Here are the times when Shoal Cave is at low or high tide:

To summarize, here’s what you need for this mega stone:

Location
Step 1: To reach Shoal Cave, head south from Mossdeep City’s shore. Follow the path until you reach a set of stairs leading down to the beach.
Step 2: From there, begin traveling north along the shore, staying close to the water’s edge.
Step 3: When you reach the top end of the beach, use Surf to travel east across the water going east.
Step 4: Continue surfing east, then turn and go north along Route 125 until you see the entrance to Shoal Cave.
Step 5: When you’ve reached Shoal Cave’s entrance, disembark and enter the cave.
Step 6: If you’ve arrived during low tide, the water inside the cave will be dried up.
Go down the stairs in front of you and begin heading north through the cave.
Step 7: Eventually, you’ll come to a cave entrance in the north wall of the cave. Enter it to head deeper inside Shoal Cave.
Step 8: In the next room, you’ll see another cave entrance on your left. Go through it.
Step 9: After you enter the next room, continue heading north until you come across a muddy slope on your right-hand side. Use your Mach Bike to climb up the slope.
Step 10: Once you’ve reached the top, slide down the slope on the right side and begin moving southward.
Step 11: At the end of the path, climb down the ladder to access the icy basement of Shoal Cave.
Step 12: In the basement, make your way to the southern part of the floor to find the first of two ice floor puzzles.
Step 13: To your left you’ll find the first ice floor puzzle. To solve it, stand in the same spot shown in the image below and slide to the left.
Step 14: Once you bump into the ice-covered rock, slide upwards.
Step 15: With the first puzzle completed, go north and climb up the staircase.
Step 16: The second ice floor puzzle should be directly in front of you.
To solve it and reach the raised plateau nearby, slide northeast from the spot shown in the image below (you can slide diagonally in OR/AS).
Then climb up the stairs onto the plateau.
Step 17: Once you’ve gone up the stairs, head north of the plateau’s center and pick up the sparkling item to obtain the Glalitite.
