You will automatically receive the S.S. Ticket from Norman once you clear the Delta Episode. This is an unmissable event in the post-game, so you’ll get this ticket just by working through the game’s storyline.
The S.S. Ticket will give you access to the Battle Resort in Hoenn.
Location
To get the S.S. Ticket, you’ll need to complete the Delta Episode where you’ll gain access to the Sky Pillar.
After you defeat Zinnia in the post-game Delta Episode and deal with Deoxys, a long cutscene will play.
You will then return to your house in Littleroot Town. From here, head downstairs.
The game will proceed automatically from this point and Norman will give you the S.S. Ticket. You will also obtain one of the three Johto starters from Professor Birch.
