You can obtain the Old Rod by talking to a fisherman NPC in Dewford Town. He’s located directly outside of the Dewford Town Gym.
To reach Dewford Town, you must first help rescue Peeko at Rusturf Tunnel. Doing this allows you to board Mr. Briney’s boat that travels from Route 104 to Dewford Town.
Location
Once you get to Dewford Town, the fisherman who will give you the Old Rod is right outside the Dewford Gym.
Step 1: Start at Dewford Town’s Pokémon Center and head right past the Gym.
Step 2: Talk to the fisherman here and receive the Old Rod.
