The only way to obtain a Ring Target in Omega Ruby & Alpha Sapphire is by visiting the Battle Maison’s Exchange Service Corner. Here you can exchange 32 Battle Points (BP) for a Ring Target, and you can do this an unlimited number of times.
The Battle Maison facility is situated at the Battle Resort, an island which only becomes accessible after completing the Delta Episode.
Uses
The Ring Target is a held item that makes the holder susceptible to all move types, removing its usual type immunities. The table below lists types and their respective immunities that are removed by holding the Ring Target:

You might be asking: isn’t removing type immunities a disadvantage?
Indeed, it is.
That’s why the Ring Target is meant to be given to an opponent’s Pokémon through moves like Trick or Switcheroo. These allow you to swap the held items of your Pokémon and the target.
This strategy makes your foes vulnerable to moves they would typically be immune to, while also taking away their existing held item.
However, it’s not worth the effort to merely make the opponent vulnerable to moves that might not even be super effective.
This is why the Ring Target sees no play in competitive battles. You’re probably better off using your hard-earned BP on other held items instead.
