Yes

You can get a Mystic Water in the Weather Institute on Route 119. After driving off Team Magma/Aqua when they invade the building, a researcher will give you a Castform as a gift, and it will be holding Mystic Water.

It is also possible to farm Mystic Waters from wild Pokémon – both Goldeen and Seaking have a 5% chance of carrying it when you encounter them through fishing.

You can find the Weather Institute in the northwestern corner of Route 119.

Before you can get Castform from a researcher there, you need to defeat Team Magma/Aqua inside during the main story.

Once you defeat the admin, they will leave the Weather Institute. Then one of the researchers (the one wearing a brown suit and bowler hat) will give you Castform as a thank you. It will be holding a Mystic Water.

Note: Make sure you have space in your team to receive Castform. If your party is full when you speak to the researcher, you can use the PC on the ground floor of the Weather Institute to deposit one of your Pokémon, then return to the researcher again to get Castform.

Wild Goldeen and Seaking have a 5% chance each of carrying Mystic Water. You can only encounter these Pokémon through fishing.

In the table below, you’ll find a more detailed look at Goldeen and Seaking locations, the type of fishing rod you need to catch them, and how rare they are to find.

To get higher chances of encountering wild Pokémon with held items, you can use a held item farming strategy that makes use of Pokémon with the abilities CompoundEyes and Frisk.
