In Pokémon Omega Ruby and Alpha Sapphire, there are two ways to obtain a Luminous Moss.
The first method is to head over to the Battle Maison’s Exchange Service Corner and trade 32 Battle Points (BP) for it. The Battle Maison is located at the Battle Resort, which you can only access in the post-game.
Or you can steal Luminous Moss from wild Corsola. These can be found on Route 128 or in Ever Grande City. Although Corsola has a low chance of holding a Luminous Moss, you can improve your odds by using the DexNav.
Uses
The Luminous Moss is a consumable held item that raises the holder’s Special Defense stat by one stage when it is hit by a Water-type move.
If a holder’s Special Defense is already at its maximum of +6, the Luminous Moss won’t be triggered.
Here’s how much each stage modifies your Pokémon’s Special Defense stat:

The Luminous Moss isn’t particularly valuable in competitive battles or in regular playthroughs. So it’s likely not an item you’ll want to track down.
The problem comes from how specific the trigger condition is and the single-stage Special Defense boost often isn’t worth the effort. In single battles, you’re banking on your opponents to trigger it, which isn’t an ideal strategy.
That being said, its effect is easier to trigger in double battles.
If a teammate uses the Water-type move Surf which targets multiple Pokémon, it can activate Luminous Moss more reliably. Just make sure the Pokémon holding the Luminous Moss resists Water-types so it doesn’t take too much damage.
