You can only get an Up-Grade at the Battle Maison’s Exchange Service Corner. Here you’ll need to exchange 32 Battle Points (BP) per Up-Grade, and you can get an unlimited number of copies this way.
Uses
When a Porygon holding an Up-Grade is traded to another player, it will evolve into Porygon2. Once the trade is completed, the Up-Grade is consumed and disappears on evolution.
And once you get a Porygon2 you can then purchase a Dubious Disc to evolve it into Porygon-Z.
