The only way to get Protectors is as a prize from the Battle Maison’s Exchange Service Corner. You will need to exchange 32 Battle Points (BP) for a Protector, and you can do this as many times as you want.
Uses
When a Rhydon holding a Protector is traded to another player, it will evolve into Rhyperior. Once the trade is completed the Protector is consumed and disappears upon evolution.
