There are two different ways to obtain a Metal Coat in Pokémon Omega Ruby & Alpha Sapphire.
The first method involves visiting the generator room of New Mauville. However you’ll need Wattson’s permission to get past the gates. You can do this after you’ve defeated or captured Kyogre or Groudon.
Alternatively, you can use Thief to steal Metal Coats from wild Skarmory, Bronzor, or Magnemite. Skarmory can be found on Route 113, Bronzor can be found on Mt. Pyre, and Magnemite can be found in New Mauville.
Method 1: New Mauville
Once you’ve defeated/captured Kyogre or Groudon in the Cave of Origin, you can begin Gym Leader Wattson’s sidequest. Starting this sidequest allows you to unlock Mauville Hills and New Mauville.
You can use the page linked above to get this area unlocked. Once it’s available, here’s how to reach it and get the Metal Coat inside.
Head to Route 110 using the southern exit of Mauville City.
Use Surf on the body of water near the entrance to the Cycling Road.
Keep surfing east until you can see New Mauville’s entrance.
Enter New Mauville and interact with the gate to enter the power plant.
Once you get through the gate, make your way to the door located northwest of your current position.
Now that you’re in the generator room, move towards the rightmost part of the room.
Finally at the end of the hallway, pick up the Metal Coat in the southeast corner on the floor.
Method 2: Stealing from Wild Skarmory, Bronzor, or Magnemite
Another way to acquire Metal Coats is by finding them as held items on wild Skarmory, Bronzor, or Magnemite.
You can encounter Skarmory in the tall grass of Route 113. Bronzor can be found on Mt. Pyre’s exterior using the DexNav after obtaining the National Dex. Lastly, Magnemite is located within New Mauville when you unlock this area.
When you encounter a wild Skarmory, Bronzor, or Magnemite, there’s a 5% chance for any of them to be holding a Metal Coat. By using TM46 Thief you can steal the item for yourself.

Uses
In Battle
The Metal Coat is a held item that increases the power of Steel-type moves used by the holder by 20%.
It’s a beneficial item for Steel-type attackers to use, as it enhances their damage potential. While not as commonly used in competitive battles, it can be useful during your playthrough.
Outside of Battle
The Metal Coat can be used to evolve Onix and Scyther.
When an Onix or Scyther holding a Metal Coat is traded, they evolve into Steelix and Scizor, respectively. After evolving, the Metal Coat is consumed and disappears.
