You can only get a Dubious Disc at the Battle Maison’s Exchange Service Corner. At the Battle Maison you can exchange 32 Battle Points (BP) per Dubious Disc, and you can get an unlimited number of copies this way.
The Battle Maison is located at the Battle Resort, which is an island that only becomes accessible in the post-game after completing the Delta Episode.
Uses
When a Porygon2 holding a Dubious Disc is traded to another player, it will evolve into Porygon-Z. Once the trade is complete and the evolution happens, then the held Dubious Disc is consumed and disappears.
